Dear Members’ Delegates, DGS Participants, and Guests,

The European Forum of Deposit Insurers (EFDI) and the National Deposit Insurance Fund of Hungary (NDIF) are pleased to welcome you to the EFDI Annual General Meeting and International Conference 2023 scheduled to take place in the magnificent Danube metropolis of Budapest, Hungary. NDIF is having its 30th anniversary in 2023, a more than worthy occasion to host one of EFDI’s most important annual events.

The “3-day Event” will be held from 24 to 27 May 2023 in the Budapest Marriott Hotel, and it will comprise various EFDI working group sessions, the Annual General Meeting, and the International Conference. For the first time, a half-day International Investor Compensation Schemes Conference will also be held as part of the grand EFDI event.

The EFDI International Conference will take place on Thursday, 25 May, and explore

“Stability in the European Financial Market: The Indispensable Contribution
of the DGSs and ICSs to the Safety Net in Regulatory and Environmental Changes”.

There is a long-awaited expectation hidden in this title, especially on part of the deposit insurers who are among the main players of the resolution process, as they are the financiers of all kinds of resolution actions, but also on part of the policymakers, who are in the driving seat. What will the enhanced EU Crisis Management and Deposit Insurance framework bring to its stakeholders? Is the principle “Resolution is always the exception; insolvency and compensation by the DGS is the rule” still valid? Introducing a fine-tuned resolution procedure as a baseline scenario versus a proven and streamlined payout of insured depositors may be cheaper, but far more complex. How can the overall “cheaper” variant be reliably determined in advance, taking into account that changes in creditors’ hierarchy may result in a substantial increase in costs for DGSs and thus for banks? What challenges do ICSs and DGSs have to face with regard to the requirements of the ESG initiatives? These issues will be explored by our distinguished speakers and further deepened by the presenters from organizations such as the IMF, World Bank, and European authorities.

The event will conclude on Saturday 27 May with an optional excursion to the UNESCO World Heritage Pannonhalma Archabbey, one of the oldest historical monuments in Hungary, and its surroundings.
